SPV to be formed to implement Raipur Smart City project
RAIPUR: Having become a state capital city in year 2000 when Chhattisgarh became a new state, Raipur city has changed a lot in the last one and half decade with development of roads and other infrastructure. Now, the city has secured a place in the list of Fast Track Smart Cities. Raipur Municipal Corporation (RMC) outgoing Commissioner Saransh Mittar spoke to ETRealty (TOI) on the facets of smart city plan.
Raipur has now got the ‘Smart City’ tag. What improvements were made in the plan that enabled the city to get enlisted in fast track development plan?
This time, the revised plan was a comprehensive document proposal. We had prepared a citizen centric and citizen derived planning approaches. The proposal was appreciated by the jury. Engaging proposals and deriving citizens for implementation is our strength right now. The overall proposal is a set of comprehensive and integrated project that will have an impact on society itselfnot only on economic parameters but also on social parameters.
How would the implementation go on?
Next thing is we have to bring on the execution of the project. For this, a Special Purpose Vehicle (SPV) would be created with a mandate for execution of the Smart City Project. Once the SPV is formed, detailed project reports will be made and consultants will be brought on board for the plans proposed under the project. Each of them will have a different time-line for implementation.
What are the key areas in which the smart city project based on?
We have focused those areas which directly impact life of common masses. So the key feature like centralized solid waste management, a major component of the project, 24×7 assured cleaned drinking water supply, waste water management, waterbodies’ rejuvenation, constructing multi-utility buildings. Thrust will be given to our heritage and e-rickshaw projects will be launched.E-rickshaw are to reduce the carbon print of the city and cycle tracks will be made. Underground cabling of the over-head electric wires are also part of the plan. Apart from that we will focus on online service to the citizens like payment of the property tax, birth, death , marriage certificates and other services so that citizens can apply for themselves and will get the service with in the specific timeline. The overall project theme is to being a change in lifestyle of a common citizens.
What about the security system and traffic maintenance programme?
Yes apart from concentrating on roads, water, sewerage, the plan also includes for easing traffic congestion. The plan include making more parking space available, reduce auto rickshaw by promoting e-rickshaw and changing all conventional lights with LEDs. Roof tops solar panels are another feature of the smart city plan to generate at least ten per cent of total energy requirement.
The plan also includes increasing the green cover which at present is six to seven per cent. Plan is to double the area to bring it to at least 15-16 per cent. In our Pan City scheme, every nook and corner will have a CCTV observation, plantation of more trees, creating entertainment hubs and providing free Wi-Fi zones. What we see today in a western society, it will be there in our own city.
What about the budget earmarked for the project?
Raipur project will be getting Rs100 crores from the centre and a matching amount from the state government every year. With Rs 200 crore every year, the funds will be Rs 1000 crore in five years. As our plans are expected cost Rs 3800 crore, two modelsincluding public private partnership (PPP) and revenue generating modelwould also be introduced. We have some very premium land in important location but right now it is captured by slums. We will re-create these spaces into commercial, parking etc. The third from is aimed at converging the ongoing schemes of various ministries and departments, taking them under the PPP model also.
What about garbage management and sewerage /drainage systems?
We have proposed underground sewerage system project for Raipur city. Regarding solid waste management, we have proposed de-centralized solid waste management plan, zero waste is transported out of a particular area. De-centralized organic waste converters will be installed in Multi-modality buildings. Eight such buildings will be coming up. The plan is to go for modernized disposal of solid as well as liquid waste. A plan is also in place for pollution control as per international norms.
The Smart city project will be completed in five years.
Yes I think the proposal has been formulated and planned in such a manner the project has to be completed in five years. Effort will be there to meet the deadlines.
